Is this a telescopic fitting?
No, this version has a fixed drop rather than an adjustable mechanism, so the 82cm measurement is fixed. If you need adjustability there are other semi-flush versions in the Tamworth range with telescopic mechanisms.

Eight bulbs sounds like it would be very bright.
It does provide generous light output, but this depends on the bulb specification you choose. Dimming the fixture down or using lower wattage bulbs gives you flexibility in light levels.
