It can be dimmed as long as dimmable bulbs are fitted and used with a compatible dimmer switch. The fitting is wired to Class I standard, so it requires an earth connection as part of installation. Rated IP20, it's meant for dry indoor rooms only, not bathrooms or anywhere exposed to water.
