Will the brass tarnish?
Satin brass as used here can develop a natural patina over time, which many find attractive. If you prefer to keep it bright, it polishes easily with a soft cloth. Lacquered versions are also available if you want a finish that doesn't change.

How much light does the segment glass let through?
All of it. Segment glass doesn't dim the light; it just bends and scatters it. You get the same brightness as clear glass, but spread more evenly.
