Is the smoke tint permanent?
Yes, it is plated onto the glass as part of manufacture, so it will not fade or wear away with time or cleaning.

Will this feel too dark in a smaller room?
It depends on existing light sources and wall colour. In a small space with white walls and plenty of natural light during the day, the smoke tint reads as sophisticated rather than dark. In a space with limited windows or darker walls, you might find it a bit moody for daytime use.
